Governor David Patterson will be signing an executive order today, that includes transgender people in nondiscrimination laws for New York State. The signing will take place at the LGBT Center of New York.

So while the Federal Goverment continiues to "dither" with ENDA, local governments take initiative. A few cities in New York State have already passed non-discrimination laws which include transgender people, but so far there has been no legislative attempt at a State law.
LGBT activist in New York have always seen Patterson as an ally, even though his effectiveness has been in question — given the sound defeat of the same-sex marriage bill a few weeks ago. So while the embattled Patterson's poll numbers remain in the teens, he continues to step up for the queers.

It's a start
What remains to be seen is what Patterson's successor will do, and whether or not the state legislature will step up and make the new rule a law instead. But, at least for a little while, Patterson's Executive Order will help, especially in light of the fact that certain elements, particularly the "Bathroom Brigade," are already at work trying to strip transgender protections from ENDA.

It's what I call those who object to rights and protections for transgender people, primarily over which bathroom transgender people may or may not be allowed to use. They are easily identified by statements in which they project their own tendencies and fantasies of sexual violence towards women and children onto transgender persons, especially transwomen.
